It makes sense to put feathers on to certain dinosaurs based on evidence shown by their close relatives (like putting feathers on dromaeosaurs based on the evidence found in Microraptor and Velociraptor), but there are times where people will just randomly cover certain groups of dinosaurs with feathers for no other reason than the fact that they want to regardless of if it's accurate or not.

I do think that people go a bit overboard with Phylogenetic bracketing though. So I think that putting lips to the Dinosaurs, or not doing it, is already the discretion of the artist, or the paleontologist / biologist consulted. The lips issue is another issue, I think currently, we are at 50-50, with half of the evidence suggesting that non-avian dinosaurs lacked lips, as there is no fossil evidence of this, but the remaining half, mainly supported by biomechanical principles. Probably, as there are mammals without hair, there were Dinosaurs without feathers, but since these are an ancestral condition, dinosaurs without feathers would be exceptions, so it makes sense that paleoartists put feathers on them 'just in case.' In any case, what is wrong is to fill dinosaurs with feathers, when there is evidence that indicates that these would be limited to specific areas of the body, as happens with the T-rex. Likewise, putting feathers on dinosaurs, without noticing whether or not there is fossil evidence to indicate it, makes sense based on Phylogenetic bracketing.
